How does Spring Boot handle configuration refresh at runtime?

Spring Cloud Config allows runtime configuration updates using refresh scope.

Using @RefreshScope, beans can be reloaded when configuration changes are detected. Actuator /refresh endpoint triggers re-binding of configuration without restarting application.
